The new guidelines issued by telecom regulator TRAI will give India a ‘democratic Internet’, creating a new model for other countries to follow in approaching the issue of Net Neutrality. This has been made possible by the bold stand adopted by the regulator, ignoring a concerted move by American giants to use the US Federal Communications Commission route to reopen the debate so as to restrict Net services in the interest of pushing their agenda of increased commercialisation.

The resignation of Robert Mugabe last month from the Presidentship of Zimbabwe after ruling the country uninterrupted for 37 years since the liberation from the Britishers, has many lessons for the ruling national liberation movements in other parts of Africa. Mugabe was one of the tallest leaders of the African liberation movements against apartheid and colonialism and he played an important role in voicing the aspirations of the newly liberated African nations in the initial stages after coming to power.

The Centre has set up the 15th Finance Commission to determine the ratio of the distribution of the divisible tax pool of the Centre between the Centre and the States. The Commission will have to submit its report by April 1, 2020, and its formula for distribution will remain in force for the next five years beginning April 1, 2020. A problem that is outside the remit of the Finance Commission(s) but very relevant for the States is the mounting debt burden of the States to the Centre.
