Mock Exercise on quake, tsunami conducted at Campbell Bay

The Andaman and Nicobar Islands are very prone to various types of disasters. The emerald Islands falls in the Seismic Zone-V. Earthquakes are very frequent in this Islands, to handle this type of catastrophe and Disaster Preparedness, the Assistant Commissioner, Campbell Bay Dr. Rehan in coordination with Directorate of Disaster Management conducted Mock exercise on Earthquake and Tsunami at Campbell Bay on 09.02.2017. The State Emergency Operation Centre (SEOC) triggered the exercise by sending bulletins of earthquake and Tsunami by SMS, FAX, e-mails and telephones to the Emergency Operation Centre (EOC) Campbell Bay and to all stakeholders of Campbell Bay that Earthquake of 8.0 Mw with depth 10 km epicenter Lat. 06.00N Log. 95.50E at 1000 Hrs. on 09th February 2017 in the region of Bay of Bengal, threat status (Red) issued by INCOIS Tsunami Warning issued for ANI, potential to generate Tsunami and the waves amplitude: 5 to 6 mtrs. Evacuate coastal areas immediately.
As soon as information received from SEOC, the siren was blown. All local HODs rushed to AC office Campbell Bay and reported to Dr. Mohd. Rehan Raza, Assistant Commissioner, (Incident Commander), Campbell Bay. After taking the stock of information gathered from affected areas, IAP was formed, the IC deployed Police, Fire and APWD Task Team to the affected sites and ordered for search and rescue. The team of evacuation was also deployed for evacuation from the coastal area to safer identified places i.e. Coast Guard campus, Murugan Temple and Ayyappa Temple. The team of Shelter Management, Food Management and victims welfare were also deployed to the identified above safer places alongwith Police officials.
Trapped victims were rescued by the SAR Team of Police, Fire and APWD and were put under medical care at Primary Health Centre, Campbell Bay. 09 males, 20 male children and 12 female children were evacuated to Hospital, 03 persons were brought dead as declared by the Medical Officer, PHC, Campbell Bay. The IC also directed to MO I/c, the critical and serious victims may be shifted to GB Pant Hospital, Port Blair, if necessary they may be airlifted. Total of 865 persons were evacuated as per SHO, Campbell Bay.
The team of Shelter Management, Food Management and victims welfare rushed to identified safer places immediately and with the help of Volunteer Task Force of Gram Panchayat Campbell Bay put all shelters on ready conditions to shelter the evacuees. Later the teams has also made community kitchen and provided to all evacuees - Khichdi, clothing, mats, tarpaulins, drinking water etc. Altogether 865 persons were evacuated from Kamal Basti, Indra Nagar and Low Point. Biscuits and water were given to the school children.
The Schools of Campbell Bay also participated in the mock exercise. The schools were issued warnings by ringing bell after hearing the Tsunami siren. The students of each classes were evacuated safely to safe place identified earlier by the school DM Committee. The Principal also deployed the SAR team for search and rescue. All the students, teachers and other staffs were evacuated to identified safe place i.e. Ayyappa Temple.
The Mock Exercise has been called off after receiving ALL CLEAR MESSAGE from SEOC, Port Blair. After all clear, a De-briefing meeting was called on at 01:00 PM at Conference Hall of the AC office, Campbell Bay to review the lessons learnt from the said Mock Exercise. The Mock was conducted successfully and it provided a huge learning experience and improved coordination among the various departments.
Dr. Mohd. Rehan Raza, Assistant Commissioner, Campbell Bay said that this Disaster Mock Exercise gave him two thing: “ A moment to react and a decision to overcome.”Don’t be scared” “Be prepared.”
