Sans regular EE(E&M), citizens fear delay in execution of civic projects

With a string of developmental projects under its belt like the Smart City Mission, Housing for All, Swachh Bharat Mission etc, delay in filling up crucial posts on regular basis has given rise to apprehensions over effective implementation by the civic body. According to reports, the promotional post of Executive Engineer (Electrical and Mechanical) in the engineering wing of Municipal Council is lying vacant for the past few months. However, the Municipal Council is yet to initiate steps to hold Departmental Promotion Committee meeting as per recruitment rules to fill up the key post on regular basis.
Sources informed that the Council initiated steps earlier this year to fill up the post on temporary basis by entrusting duties to an Assistant Engineer on Current Duty Charge for smooth functioning of the engineering wing. It was proposed that an Assistant Engineer (E&M) from the latest seniority list with a clean service record may be entrusted the charge of Executive Engineer (E&M). But for unknown reasons, the proposal was turned down and an incumbent, against whom a vigilance case is pending, was given the look after charge of Executive Engineer (E&M). Even official rules, which prescribe that while handing over duties on Current Duty Charge, clearance from the vigilance division has to be obtained, irrespective of the fact whether the government employee has been chargesheeted or not, were preferred to be overlooked.
“Even the Lt. Governor of these islands announced that vacant posts in different departments of the administration will be filled up soon as it is imperative for timely execution of developmental projects. On the contrary, the Municipal Council continues to reel under shortage of staff in different divisions. While drives have been initiated to fill up posts of Clerks etc, unwarranted delay in holding DPCs for promotional posts has created resentment among eligible employees. Engineering wing in particular, which deals with crucial works pertaining to execution of infrastructure projects in the city, has been facing the brunt of official apathy.  Senior officials of the Municipal Council particularly the Secretary should take appropriate steps to fill up promotional posts within a specific time period as per recruitment rules and norms,” said an employee of the Council on conditions of anonymity.
When contacted, the Secretary of Municipal Council informed that official procedures have been initiated to fill up the post of Executive Engineer (E&M) on regular basis. “The concerned file has been placed before the competent authority in the administration. Once approved, necessary steps will be taken to conduct DPC to fill up the vacancy on regular basis,” he assured. (EOIC)
