The Indian National Trinamool Trade Union Congress, A & N Islands has demanded implementation of CCS (Leave) Rules 1972 for the employees working under regular industrial establishments of the Department of Environment and Forests. “The earlier scheme of CPF was replaced with GPF and all industrial employees of Forest department are subscribers of GPF. As against allotment of CPF account number by the Forest department prior to 1986, the GPF account numbers are now being allotted by the Pay & Accounts department, Port Blair. The regular industrial employees of the Department of Environment and Forests are enjoy pension benefits from the consolidated fund of Govt, of India under CCS (Pension) Rules,” said Mr KP Aboobacker, State General Secretary of the party.
“Further based on the recommendation of 6th CPC, the grade of mazdoor of the Forest Department and other govt. departments of the administration has been upgraded to Group 'C' employees despite working as industrial/work charged employees, including those covered by Factories Act in Chatham Saw Mill. Moreover despite implementation of CCS (Leave) Rules, 1972, CCS (GPF) Rules, 1960 and CCS (Pension) Rules, 1972, all industrial departments such as DSS, STS, APWD, Andaman Labour Force and others are still enforcing the Industrial Standing Orders for disciplinary matters in respect of their workers. But only the Forest Department is yet to implement CCS (Leave) Rules for its workers,” said urging the Principal Chief Conservator of Forest to revise the existing norms/scale of leave entitlement to the industrial employees of the department and extend the benefits of CCS (Leave) Rules.
