ZP SA Adhyaksh places demands at HMAC meeting

The Home Ministry Advisory Committee meeting for the UT of A & N Islands recently at New Delhi and attended by the Lt. Governor, A & N Islands, Member of Parliament, Chief Secretary and other Members including Mr Jaydeep Kumar Dey, Adhyaksh, Zilla Parishad South Andaman and Mr Sanjib Kumar Mandal, (Member, HMAC), Leader of opposition/Zilla Parishad Member, Mithakhari Constituency. During the meeting, Mr Jaydeep Kumar Dey, Adhyaksh, Zilla Parishad, South  Andaman  put forward  various issues pertaining to Zilla Parishad and other developmental  issues relating  to A & N Islands before the HMAC Committee viz transfer of 29 subjects listed out  in the XI Schedule of the Constitution vis–a-vis in the 2nd, 5th, & 6th  Schedule of the A & N Islands Panchayat Regulation with fund, function and functionaries to PRIs without delay, Allocation of sufficient  fund to the PRI’s and local bodies as per the recommendation of the 3rd and 4th Finance Commission’s Reports  and Re-constitution of Pradesh Council with Executive  Power in UT of A & N Islands. After  a long discussion on different issues, necessary directions were issued to the Lt. Governor for transfer of 29 subjects immediately including fund function and functionaries to PRI and to implement  the recommendation of 3rd & 4th Finance Commission. As regards reconstitution of Pradesh Council with Executive power the Committee informed that matter will be referred to the committee constituted for the purpose in MHA.  Further requested for Trans-shipment at Campbell Bay and Grant of 1/30th Pay + DA to the DRMs working in various departments which were assured to be carried out in a phase manner.
Mr Sanjib Kumar Mandal, (Member, HMAC), Leader of opposition/Zilla Parishad Member, Mithakhari Constituency, presented the following issues before the committee viz Immediate regularization of land of Pre-1961 (left out cases), Allotment of land to the pre 1942 local /settlers (pre/post 78), filling up of Group B & C posts from the candidates belonging to A & N Islands, Inner Line Permit for the visitors visiting A & N Islands, Introduction of International flights from Port Blair and early construction/completion of ANIMs building.  As regards, immediate regularization of land of pre-1961 it has been informed that Lt. Governor has already been delegated the power for regularization and a Committee under the leadership of Mr Vivek Rae, Ex Chief Secretary has already been constituted for allotment of land to pre 1942/settlers (Pre/Post 1978), the committee has been directed to submit its report within one month.  The Home Minister, Mr Rajnath Singh assured that a committee will be constituted under the Chairmanship of Chief Secretary to look into the matter regarding Inner Line Permit.  As regards international flight, the Chairman assured at least one flight from Pukhet to Port Blair will be started immediately.
